The measures involved in energy are summarized as limiting coal, promoting natural gas, orderly developing clean energy, and increasing environmental protection in the power industry.

Specific measures include comprehensive rectification of coal-fired small boilers, implementation of "coal-to-gas reform," and "coal-to-electricity" projects; accelerating the construction of desulfurization, denitrification, and dust removal renovation projects in key industries; and controlling total coal consumption.

By 2017, the proportion of coal in total energy consumption has fallen below 65%, and the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta, and other regions are striving to achieve a negative growth in total coal consumption, and gradually increase the proportion of receiving external transmission, increasing the supply of natural gas, and increasing Non-fossil energy use measures such as intensity of use of coal to replace; actively and orderly development of hydropower, the development and utilization of geothermal energy, wind energy, solar energy, biomass energy, safe and efficient development of nuclear power.

By 2017, the capacity of operating nuclear power assembly machines will reach 50 million kilowatts, and the proportion of non-fossil energy consumption will increase to 13%.
